Shiromani Akali Dal

                                                  
The Shiromani Akali Dal (Akali Dal, Punjabi: ਸ਼ਿਰੋਮਣੀ ਅਕਾਲੀ ਦਲ translation: Supreme Akali Party) is a Sikhism-centric political party in India, mainly active in the Indian state of Punjab and with a small presence in Haryana. The current party to be recognized by the Election Commission of India is the one led by Parkash Singh Badal. The basic philosophy of Akali Dal is to give political voice to Sikh issues (Panthic cause) and it believes that religion and politics go hand in hand but from last decade it has turned out to be a secular party.

Akali Dal was formed on December 14, 1920 as a task force of the Shiromani Gurudwara Prabandhak Committee, the Sikh religious body. The Akali Dal considers itself the principal representative of Sikhs. Sardar Sarmukh Singh Chubbal was the first president of a unified proper Akali Dal, but it was under Master Tara Singh that Akali Dal became a force to reckon with. The party launched the Punjabi Suba movement to create a Sikh majority state in the undivided East Punjab under the leadership of Sant Fateh Singh. In 1966, the modern-day East Punjab was formed, but its division led to bitter conflict. Akali Dal came to power in Punjab, but many times the party’s governments were dismissed due to internal conflicts & minute mandate in its favor.
The Dal’s chief opponent on the political front is the Indian National Congress. Its political ally in the state and at the centre is the Bharatiya Janata Party (BJP). Since the population of Punjab is about 60% Sikh and 37% Hindu, the Akali Dal needs the support of as many Hindus as the BJP can get to form lasting administrations, and the BJP needs the SAD to bring as many parliamentary seats from Punjab as it can to form a Union government. In 1999, Gurcharan Singh Tohra resigned from the Akali Dal due to differences with then-party president Parkash Singh Badal and founded a new party named Sarb Hind Shiromani Akali Dal. In 2003, he along with the party rejoined with the Badal-led Akali Dal.

As of 6 March 2012, the assembly elections results for the state were declared and Shiromani Akali Dal (SAD) and Bhartiya Janta Party (BJP) coalition won again, for the second consecutive time in Punjab.

The Akali Dal has splintered into numerous groups, all claiming to be the successor to the original party; currently the Shiromani Akali Dal (Badal), headed by Sukhbir Singh Badal, is recognized by the Election Commission of India. Parkash Singh Badal became CM of Punjab for the 5th time, when he took the oath as a chief minister of Shiromani Akali Dal party of Punjab state on 14 March 2012 at Chappad Chidi, Mohali.

Ludhiana on first list of 20 'smart cities'


Ludhiana and the New Delhi Municipal Council area the only two cities from the north on the list of 20 smart cities announced by the Central Government on Thursday.

The cities were picked from a list of 98 cities shortlisted for the mission earlier.

Union Urban Development Minister M Venkaiah Naidu who released the list said the cities that did not make it to the list would have to work towards improving and should learn from the winners. Bhubaneswar in Odisha scored the highest in the current competition.

The other 17 other cities shortlisted were Pune, Jaipur, Surat, Kochi, Ahmedabad, Jabalpur, Sholapur, Davangare, Indore, Coimbatore, Kakinada, Belagavi, Udaipur, Guwahati, Chennai and Bhopal spread across 11 States and UT of Delhi. The next two years will see the inclusion of 78 cities — 40 in the first and 38 in the second —completing the 98 shortlisted cities.

The central and the state governments will set up a Special Purpose Vehicle to finance redevelopment of the cities just shortlisred. The government will give Rs 200 crore in the first year, and Rs 100 crore every year thereafter for the next three years subject to conditions.

Cities were judged on the basis of services offered, infrastructure and track record. The union minister likened the competition to the civil services examinations in the country.

The cities will be developed to have basic infrastructure, such as assured water and power supply, urban mobility, public transport, IT connectivity, e-governance, citizens' participation, sanitation and solid waste management.

CM Parkash Singh Badal has announced a special relief package of Rs.1.56 Cr.

ਮਟਰਾਂ ਦੇ ਕਾਸ਼ਤਕਾਰਾਂ ਦੀ ਬਾਂਹ ਫੜਦੇ ਹੋਏ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਪਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਨੇ ਉਹਨਾਂ ਲਈ 1.56 ਕਰੋੜ ਰੁਪਏ ਦੇ ਰਾਹਤ ਪੈਕੇਜ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ। ਇਸਦਾ ਮਕਸਦ ਰਾਸ਼ਟਰੀ ਬੀਜ ਨਿਗਮ (ਐਨਐਸਸੀ) ਵੱਲੋਂ ਮਟਰਾਂ ਦੇ ਨਕਲੀ ਬੀਜਾਂ ਦੀ ਸਪਲਾਈ ਕਾਰਨ ਮਟਰਾਂ ਦੇ ਕਾਸ਼ਤਕਾਰਾਂ ਦੇ ਹੋਏ ਨੁਕਸਾਨ ਦੀ ਪੂਰਤੀ ਕਰਨਾ ਹੈ। Shiromani Akali Dal's photo.

To extend a helping hand to the ailing pea farmers, CM Parkash Singh Badal has announced a special relief package of Rs.1.56 Crore. The move is aimed at, compensating the loss suffered by the pea farmers, due to supply of spurious pea seeds by the National Seed Corporation (NSC).

Punjab tops in opening new schools: Assocham study

An Associated Chambers of Commerce and Industry (Assocham) study has found that Punjab ranks on the top in terms of growth in the number of schools followed by Kerala and Jammu and Kashmir.
The state ranked on top on most educational parameters, the study says.
The study titled ‘States Emergence: A comparative analysis of growth and development 2015’ said Punjab clocked an annual compounded growth rate of 6.5 per cent between 2007-08 and 2013-14 when it came to opening new schools.
The growth rate in case of Punjab continues in 2015-16. The report says that Punjab has emerged as the leader with a compounded annual growth rate of 8 per cent in terms of growth in student enrolment between 2007-08 and 2013-14 followed by Haryana (5 per cent) and Gujarat (3 per cent).
Ironically, the student enrolment grew at just over 1 per cent as compounded annual growth rate across India during this period. Punjab has also registered highest growth rate of about 20 per cent compounded annual growth rate during 2007-08 and 2013-14 as the number of teachers in the state have increased from about 79,750 to over 2.36 lakh during this period.
The school education department and higher education and language department in Punjab are likely to fill 30,107 and 2,198 job vacancies respectively in one year.
Punjab is also ranked fairly high as 52 per cent of schools in the state had computer facility in 2013-14 as against about 31 per cent in 2007-08. In India, about 23 per cent of schools had computer facility. In terms of expenditure incurred by the state on education as per cent of their gross state domestic product Punjab spends 4.3 percent of gross state domestic product on education while Gujarat spends 3.3 percent on education. Nationally 1.3 per cent of the gross domestic product is being incurred on education sector-related expenditures.
As many as 27 model/adarsh schools have been set up in the educationally backward blocks of the state. In addition, 25 adarsh schools have been set up across the state under the public private partnership (PPP) mode.
“Punjab has taken the lead in opening residential schools for meritorious students in Amritsar, Patiala, Bathinda, Jalandhar, Ludhiana and Mohali where all expenses are borne by the state government,” Deputy chief minister Sukhbir Singh Badal said.

Sukhbir Badal lays foundation stones of three projects at Dhudike

On the occasion of the 150th birth anniversary celebrations of martyr Lala Lajpat Rai, deputy chief minister Sukhbir Singh Badal laid foundation stones of the three much awaited projects worth Rs 10.27 crores at Dhudike village in Moga on Thursday.
 
Badal, while paying rich tributes to Lala Lajpat Rai at his memorial established at Dhudike village, said these celebrations would not only keep alive rich legacy of legendary freedom fighter, but will also help to keep alive the nationalism and patriotism amongst the youth.
Badal laid foundation stones of three projects which included construction of an auditorium in the village, laying of an astroturf at the Desh Bhagat hockey stadium and building a 6.39 km road connecting Dhudike with national highway (NH)-95 via Churhchak.
Jail minister Sohan Singh Thandal, industries minister Madan Mohan Mittal, agriculture minister Tota Singh from state government and BJP state president Kamal Sharma were present in the state level function, while nobody from Union government come to attend it.
As per information, members of Lala Lajpat Rai Birthplace Committee (LLRBC) had put forward some demands regarding development of the village before the Chief Minister Parkash Singh Badal during a meeting held on January 21.
The demands included construction of an auditorium in the village, laying an astroturf at the Desh Bhagat stadium, construction of a railway under bridge (RUB) at the Ajitwal railway crossing, sub-tehsil at Ajitwal and laying of sewerage pipelines and carpeting of roads in the village.
The anniversary celebrations were started on January 25 and villagers had organised several games including hockey, kabbadi and football. The winners of the games were conferred trophies and cash prizes on the final day.

पंजाब सरकार ने अपने कर्मचारियों और पैंशनरों को गणतंत्र दिवस के मौके पर खास तोहफा देते हुए महंगाई भत्ता (डी.ए.) 6 प्रतिशत देने का ऐलान किया है। बढ़ा हुआ महंगाई भत्ता 1 जुलाई 2015 से दिया जाएगा।

चंडीगढ़ के PGI अस्पताल में CM प्रकाश सिंह बादल को मिलने पहुंचे PM मोदी

प्रधानमंत्री नरेंद्र मोदी पंजाब के मुख्यमंत्री प्रकाश सिंह बादल को मिलने के लिए आज चंडीगढ़ के पीजीआई अस्पताल  पहुंचे, जहा मोदी ने बादल का हाल चाल जाना। बता दें कि बादल के स्वास्थ्य में निरंतर सुधार हो रहा है। पिछले कई दिनों से पड़ रही कड़ाके की ठंड के कारण सर्दी लगने तथा छाती में जकडऩ की शिकायत के चलते गत शुक्रवार देर रात को पीजीआई के रेस्पीरेटरी आईसीयू में भर्ती कराया गया था। उन्हें कल तक अस्पताल से छुट्टी मिलने की संभावना है।

बादल के विशेष कार्य अधिकारी सुरजीत सिंह ने बताया कि श्री बादल के स्वास्थ्य में तेजी से सुधार हो रहा है। यही कारण है कि राष्ट्रपति फ्रांस्वा ओलांद तथा प्रधानमंत्री नरेंद्र मोदी के आज यहां पहुंचने पर उनकी अगवानी करने वालों में बादल शामिल नहीं थे।  राज्य में संगत दर्शन कार्यक्रम के दौरान ठंड लगने से बादल को बुखार तथा सांस लेने में तकलीफ महसूस हुई। उसके बाद उन्हें पीजीआई में भर्ती कराया गया था।

Punjab to seek 400-cr package Agriculture Ministers’ meeting on drought today

Punjab, one of the worst drought-hit states, will ask the Union Government to pay it Rs 400 crore immediately to help farmers and urban settlements tide over the crisis.
Punjab has already announced a special “girdawari” from August 10 to 25 to assess the loss caused to crops due to drought after which relief to the affected farmers will be given.
The Agriculture Ministers of 11 drought-hit states like Punjab, Haryana, Himachal, Jammu and Kashmir, Rajasthan, UP, Andhra Pradesh, Karnataka, Tamil Nadu, Madhya Pradesh and Chhattisgarh will hold a meeting tomorrow with their union counterpart, Mr Ajit Singh, in Delhi.
Punjab Agriculture Minister, Rajinder Kaur Bhattal and her deputy, Mr Amarjit Singh Samra, today left for Delhi. However, senior officers of the Development and Revenue Department would leave for Delhi early tomorrow. They remained busy today preparing the state’s case.
Informed official sources told TNS today that the state had Rs 236 crore in its calamity relief fund. But it would ask the Centre to give a special Rs 400-crore package to tackle the situation.
Punjab has prepared its case taking into count various sectors affected by the drought the main among them being agriculture, horticulture, dairying, livestock and urban settlements. The state government would be able to brief the meeting about the drought impact on the basis of the report submitted by the Chief Agriculture Officers and Deputy Commissioners to the state headquarters.
The loss varies from area to area. There is a report that over 250 hectares of paddy has been removed by farmers. Besides, there is a vast rainfed area in the kandi belt which has remained unsown so far in the absence of rain. Moreover, the paddy crop in a vast area has come under stress. Its yield level is bound to go down even in case of a good rainfall. In fact, a fall in the paddy production will hit the entire economy of the state.
Farmers had to sell their milch cattle at throwaway prices as green fodder was not available, making most such cattle dry. As a result, the dairy sector has been affected substantially.
Dropping of fruit has been reported from orchards in the Abohar- Fazilka belt. Those who got the orchards on contract have reportedly represented their case to the government.
Drought has caused a major damage to the tubewell irrigation network in rural areas and the drinking water network in urban areas. A large number of tubewells, which were used to provide drinking water in urban areas and water for irrigation in rural areas have become redundant as the subsoil water level has gone down drastically and there was little of hope recharging the subsoil water reservoirs in the existing situation. The Jalandhar Municipal Corporation has sought the government for financial help to make their tubewell system functional. Same is the case of other local bodies.

Taking cognizance of the key issues, Mr. Badal announced that arrears of Dearness Allowance (DA) would be released before March 31, 2016 and final call on Assured Career Progression (ACP) Scheme would also be taken by 31st march. He also directed the personnel department to notify the Sixth Punjab Pay Commission about employees and pensioners of the state government within a month.

Abohar Case: No Accused Associated With Akali Dal, Says Parkash Singh Badal
Punjab Chief Minister Parkash Singh Badal claimed Congress was doing "petty politics" over this sensitive issue.
Muktsar:  Punjab Chief Minister Parkash Singh Badal today said that "none" of the accused involved in the Abohar incident was "directly or indirectly associated" with Shiromani Akali Dal, even as he condemned it and described the case as an unfortunate one.

"None of the accused of this heinous crime is directly or indirectly associated with the Shiromani Akali Dal," Mr Badal said at Middu Khera.

Rubbishing the allegations levelled by Congress leaders regarding this case, Mr Badal claimed Congress was doing "petty politics" over this sensitive issue.

Congress has sought a CBI inquiry, monitored by a Punjab and High Court judge, into the murder of the a 27-year-old Dalit man Bhim Sain, whose limbs were chopped off on December 11 at Abohar by suspected henchmen of liquor baron and Akali Dal leader Shiv Lal Doda.

Two days ago, a Congress delegation had met the family members of Bhim Sain and Gurjant Singh Janta in Fazilka who were attacked during the incident.

Meanwhile, Mr Badal hit out at opposition Congress and said Punjab was not any exception to execute development programmes by taking productive loans from financial institutions.

"Rather it is a common phenomenon that not only states but even big nations seek loans for carrying out their welfare programmes," Mr Badal said.

Clearing the mist over the opposition charges that Punjab was burdened with "heavy debt", the chief minister clarified that it was still among the "least indebted" states in the country.

Interacting with reporters on the sidelines of his Sangat Darshan programme of Lambi Assembly segment, Mr Badal said "as compared to other states in the country Punjab is least burdened with debt."

However, he said that debt on Punjab was also due to productive loan, which has been aptly being utilised for the overall development of the state.

Mr Badal said that taking productive loans was a universal practice which was followed by advanced nations as well as big industrial companies across the globe.

Slamming the Congress party for doing petty politics over "non-existing issues", the Chief Minister said that Congress party was allegedly unnecessarily raking up controversies to "score brownie points".

The Shiromani Akali Dal-BJP government has drawn flak from the Congress, which has charged the ruling combine of mortgaging state-owned properties, to raise hefty loan.

Holding the Congress party responsible for a large number of social maladies being faced by the country, Mr Badal said that problems like illiteracy, poverty, unemployment, corruption and others were result of "long misrule of Congress."

"Before leveling any allegation on us, the Congress leaders must peep into their conscience as their party is solely responsible for every agony faced by the countrymen," he added.

On another query with regard to naming of the international airport at Chandigarh, the chief minister said that state government was firm on its stand on naming the airport after legendary martyr Bhagat Singh.

Mr Badal said that they have raised this issue with the Union government, adding, there should be no controversy on this issue as no one would have objection in naming this airport after Shaheed Bhagat Singh.

"This airport must be named after Shaheed Bhagat Singh and controversy on it must be avoided at all costs," he added.

On another query, the chief minister said that the work of distributing 10 per cent of the total compensation of cotton crop to the farm labourers would be completed soon.

He said that the eligible beneficiaries for this compensation would be identified at village level and the process would be over soon.

Earlier addressing the gatherings in village Singhewala, Fatuhiwala, Lohara, Ghumiara and Middu Khera, Badal said that Sangat Darshan was a flagship programme of the state, whose sole motive was to give boost to development in the state by virtually bringing the government at the doorsteps of people.

He said that there was no political agenda of this programme as it was totally aimed at the welfare of the people.
